This is Ring Around from Corey Yoder.  The block can be made in four sizes - 4", 6", 8" and 12" finished, and the instructions can be found on Corey's blog - Coriander Quilts. 

Corey is using a glorious mix of fabrics and colors from one of her twelve collections for Moda.
